Secure Share: Why an attempt limit?

Secure Share is a feature that we plan on monetizing in the future.

Our Plan: A free tier would always exist with generous limits. But our power users could pay to remove these limits.

Keeping this in mind, to avoid disharmony when we start monetizing Cacti by suddenly bringing in limits, we already have one in place.

We also want to understand how much our users use this feature to find a generous limit for the free tier.
